Question : How to prohibit user from sending to all mailboxes exept a handful.

Is there a quick and easy way to prevent a mailbox from sending email to all other mailboxes with the exception of a handful. I was going to create a dynamic DL and use it to prohibit the user with a hub transport rule and add exceptions but thought there might be an easier way.
