Question : Send an email automatically when a new file arrives to a folder

I would like to generate automatically an info email when a new file comes to a spesifig folder. I think that I can do this somehow with task scheduler but can someone help me with this?

25 seconds seems a little too fast to be a heat issue BUT heat could explain it.  BIOS takes up almost no cpu time whereas booting runs the cpu at nearly 100%.  Can you hear the fan running and feel the air moving through the system?
