Question : Enter year and month then spread across

I need to be able to do the following:

201011      201012      201101      201102      201103      201104
1      2      3      4      5      6
Jun      Jul      Aug      Sep      Oct      Nov
                              
201105      201106      201107      201108      201109      201110
7      8      9      10      11      12
Dec      Jan      Feb      Mar      Apr      May

The middle row will automatically be 1-12.  The row above is based on fiscal year. Our fiscal year is from August to July. Month 1 would be August and month 12 would be July.  I need for the month number to be associated with the year as indicated above.  

Is this possible and if so please tell me  how.

I have completely changed the formula and the methodology from my previous attachment.
In the attached file, change the value in cell B1 to the month number which you want first.

For e.g., have 1 in B1 to get Jan'10, have 6 in B1 to get Jun'10
