Question : ASA 5505 - configure to administer device via ASDM  over VPN

I would like to be able to administer the ASA 5505 from another site, which is linked via a site to site Ipsec LAN.

How do I enable this feature?

Answer : ASA 5505 - configure to administer device via ASDM  over VPN

If you need to manage the device using the inside ip address but you are behind a VPN you should use this command:

management-access inside

After that you are going to be able to launch the ASDM through the tunnel.
