Question : Popup balloon to appear when mouse is over text

I want to have a popup balloon come up when my mouse is over a heading.

The heading I have is <h3> My Art</h3>

when I roll the mouse over it I want a balloon with the text below to appear, on mouse out the balloon disappears.

"There will soon (or at least as soon as I can scan or photograph my paintings and drawings) a link here to my art work.
When this is up you will be able to buy limited edition prints from the site."


I am using Dreamweaver MX and I can get it to do it for an image or object but not for text.

Anyone know how?
