If that's all you've got as far as requirements, then it sounds like they're assuming you are using Linux. Under Windows, you could install Cygwin -

If you do decide to install Cygwin, you might want to save yourself some headache and do a "full" install as some of the dependencies for OpenSSL can be tricky if you don't know what you're doing...
