Question : Enable settings which are locked down by Group Policy

Hi

I want to look at locking down users machine using group policy like hiding the Control Panel etc. But what i would like to know is, when we have to go and look at a users computer and we need to get access to the hidden settings is there a way to do it, like you can use the "Run As" command to install software.
The group policies are done in Server 2003 and the users machines are Windows XP and Windows 7.
I have looked at Winenabler but that got deleted by our AntiVirus program so i won't be using that. Ideally i would like it to be a Microsoft program or a built in Windows feature like the "Run As" feature.

Is there a way to do this?
