Question : The downsize of U.S. troops in Iraq are signs of success for this war

The downsize of U.S. troops in Iraq are signs of success for this war.  Should President Obama take credit for this success, or should President Bush?

President Obama, then Senator Obama, opposed the 2007 surge that is leading to vicrtory in Iraq today.  I am curious will he try to take credit for this now he is president?
