Question : Windows Sharepoint Services Drop in Access

I want to setup a document library that users can only drop in documents to but cannot edit them once they are there is that possible?  Or to give them just create access?

I am using Windows Sharepoint Services 3.0

firewall issue?  you could test with a google smart host or hotmail (if you have their accounts).  Really there isn't a whole lot to IIS smtp.
