Question : How to send a mail when a windows server goes down?

I need a solution to send a mail when a windows server goes down or resource usage level goes high or when a service stoped by a user.

VBS solution is optimum using SMTP
freeware tools are ok

you have to install it on linux machine or if you want to download FreeBSD , OpenBSD and nagios ports. Then you have to install simple Windows client on servers. That's all.
