Question : Problems Upgrading to WIN XP SP3

We have donated machines running WIN XP SP2.  When we try to upgrade to SP3, we get the message "You do not have permission to update Windows XP".

We've looked at the MMC and local policies and do not see anything restrictions.  We believe it is still looking for the last domain GPO's instead of our GPO's.  Do you know a way to reset the GPO's?
