Question : Restoring Windows Server 2008 System state backup on different machine

Situation:
I have System state backup from one machine (Dell PowerEdge T105, running Server SBS 2008) and need to restore on another physical machine from different vendor (HP). First server (Dell) is unavailable and I don't have full system backup.
Is it possible to restore fully functional system?

I tried to install the same Server SBS 2008 version as was in original Dell machine in HP computer ant on top of that ran system state restore using WBAdmin utility. Restoring went without errors, completed successfully, but after restart computer went in endless reboot loop. Ether nor normal mode, nor safe mode doesn't work. Tried fix boot using bootsec, bootrec utilities from Windows install disc, but without success.
I suspect that problem may be differences of hardware, but i am not sure if it possible to restore system using only system state backup, or I may only need same hardware?

Can somebody share ideas of what to try next?

Is it an OEM version of SBS? If yes, then you can't move it to any other hardware. It will only work on the Original PC it was activated on.

If no, after the restore, boot the server using Paragon's Adaptive Restore utility. It'll remove drivers and HAL (and you can also add the new drivers for the new hardware via USB stick, so the y will automatically install), then reboot the new server to the new OS. It should find and install new hardware and after that run OK (you might have to change settings, like which NIC uses which IP).
