Question : Programmatically get bookmarks from PDF file

Hi,
I need to write a program that can give me a list of bookmarks from within a PDF file.

Im open in using any programming language that can solve this problem for me.
Preferrably will be a windows deskop application.
Currently researching my options so any suggestions appreciated.
