I need to know how to set Public Folder "Retention" in the Exchange System Manager globally or with PFDAVadmin globally so that if a public folder is accidentally deleted it can easily be recovered through Outlook or PFDAVadmin.

That is a verry, verry hard thing to do.. there are a lot of tools available for both watermarking and signing pdfs, but in the end a user could just copy the content of the file, paste it in a open office document, create a new pdf and then publish it. even if you make sure you cant copy the text inside theres always printscreen+ocr..
