Question : Data Conflict

I’m in charge of building having 75 flats each one having an Ethernet port for internet provided by central Router. Some tenants are using their own router.  One of the router is conflicting with our router. All the switches are unmanaged. ISP is not providing the access to main router. So I have decided to have one more router between ISP router and switch. Please tell me the best linksys router and how to configure this. Thanks in advance.
