I have a bit of a convoluted conundrum for you all...
What are the minimum necessary permissions that must be granted to allow a user to open another user's account in AD and grant a third user full mailbox access to the second user?
So the scenario I'm trying to achieve is this:
"User A" is a low level administrator. "User A" opens AD, browses for "User B" in the appropriate OU, finds User B and opens the mailbox permissions for that user, and grants "User C" full mailbox access to "User B".
