Question : Creating new mailbox databases in Exchange 2010

Hello, we have a client that is transitioning from Exchange 2003 to Exchange 2010. They would like to have their employees split up in to separate mailbox databases depending on their department. We are at the point in the transition where we are going to start moving the mailboxes from the 2003 server the the 2010 server. Before we start moving the mailboxes, we want to create all of the mailbox databases. However, we are getting a strange error when we go into exchange and choose to create new mailbox database. Can anyone please help? I've posted the screenshot below. Thank you.

Please restart the Information Store service and try to mount them again.
