Question : Delegate Permissions to Enable a User to End Users TS Sessions

We have a Windows Server 2003 domain, with a Windows Server 2008 Terminal Server.

I would like to give one user or one security group the ability to logon to the terminal server and end users terminal server sessions.  I only want that user to be able to end sessions, and not do anything else.

Is there a way I can use delegation of permissions, or what is the best way to do this?

there isn't a setting that will allow this - the only thing you can do is assign "admin" rights in the terminal services configuration for this user.  there's only 3 checkboxes, and this privilege isn't stored in active directory.

with admin rights in terminal services configuration, they can end sessions, force logout, and screen shadow
