Question : Create a new mailbox in Exchange 2007

We are having trouble with appointments in Exchnage 2007. I need to create and link a new mailbox to each acct and then move the mail back in. Can this be done? We have tried creating a new store and moving the mailboxes. This did not work. I want to create new empty mailboxes and then import the mail from a pst in each outlook acct unless there is an easier way.
