Question : GIMP won't make black

I have to make a gif that has FAQs written in black, and I am worried about starting from scratch they have to fit perfectly and whatever I do it thinks black should be the blue color.  I can't pick black from another gif.. I can't make a black palette, if I do, it thinks black should be blue.  If you look at the opacity in the attached screenshot full opacity is only blue from the gif..

HOW DO I DO THIS I WANT TO SCREAM!
