In order to send a fax directly from your computer as Dave says you need to do it over a phone line, which means you must have a fax/modem installed on your computer. One other way to send a fax directly from your computer if you use a "all in one" printer that faxes, prints, scans. You can use this type of printer to fax something directly from a sheet of paper or you can type a document and fax it from the computer via the printer. Please note that in order to send the fax via the printer, the printer still woulld need to be connected directly to the phone line. If you have an All in one printer that can send a fax, you would need to to install the fax software onto your computer in order to send the fax from your computer.
