Question : ios for ipsec vpn

according to this site

Cisco IOS® 12.2(13)T.  will allow AEs encryption..

but with this  ios

c2600-i-mz.122-13.T.bin

which is 12.2(13).t , but it does not have any options like
crypto ....
which mean it does not support ip sec vpn ..

i am confused now because according to cisco site, it should support site to site vpn

i got this old router which has 32 / 8  ram

is there any ios , that i can use for site to site vpn ??
