Question : FTP problem behind ISA Server 2004

Hi, thanks for reading my post.

I have ISA server 2004 SP3 and my problem is when I enable FTP Access Filter I can't access internal ftp.
If I disable FTP Access Filter I can't access external ftp sites.

Please advice
