Question : cisco site to site vpn

i am trying to established site to site vpn between
1941 <-> 2600 router

2600 = (C2600-ADVSECURITYK9-M),
1941 =c1900-universalk9-mz.SPA.150-1.M1.bin"

in 1941 router , when i tryed to execute this commands

configure terminal
EVROUTER(config)#crypto ?
  ca   Certification authority
  key  Long term key operations
  pki  Public Key components

but the tutorial i am using it say, it should have crypto isakmp policy ...

but here its different
then how will i create site to site vpn between this 2 router

Your 2600 router shoudl be fine for IPSec VOn but you'll need to ensure you have the securityk9 license installed on your 1941 before the Crypto features become available. A show ver command in the routers console will list all of teh licensed features that you have installed.
