Question : Limit Sharepoint 2010 to one OU or Group

We are using SharePoint 2010 and need to limit certain web application/site collections so that administrators of that site can only select users from their OU or group.

If there is another work around to accomplish this that would be fine as well.

I am using Access 2003 and it does indeed have an "On Change" event. ??????
