Question : creating a public folder problem in SBS 2003

For some reason when i now create a public folder it doesnt contain a email address  or Exchange General tab -- only General | Replication | Limits | Details | Permissions

How do change this? Its always worked when i create a sub-folder in my Outlook (as i do have permission).
