Question : Can i use a php class to deal with htacces and get rid of .htaccess file ???

Hey guys,
I really need to get rid of the .htaccess file, And use a hot class to deal with htaccess, you know something like htaccess.php <== It would be awesome.

By the way: i want the class to take effects and make the url from being

examble.com/user-profile.php?user_id=156463 To be examble.com/156463

Please can the class be dynamic to do a lot of stuff like 404 and 403 pages things like that
