Question : Filemaker Portal Problems Part 2

Background: This is a continuing question on a working filemaker doc.  And many thanks to the community for helping me along this far.

Situation:  I have an expenses table that spans multiple years.  However, I only want to show this years data, but keep previous years data for historical purposes.  I just learned how to filter the data to only show this year's figures, but I am unable to enter new data, without the portal showing all the data.

I really need the ability to enter new data into a portal but only show 'This year's data'.  I cannot show any 'Last Year's data'.  Here's a couple ways I've tried to approach this problem.

Option 1:  Somehow, throw a switch to allow me to enter data into a filtered portal.  (Doesn't seem to be working)

Option 2:  Add a separate portal to the original table that only shows one row for data entry only.
                  Is this possible?

Expert Advice here?  What's the best way to accomplish this?

OK, that makes a difference.  The portal doesn't like the match field (date) being editable via the portal.  I think a better solution, than to type directly into the filtered portal, is to offer users a different means of data entry/editing - see file attached.  Click the new button under the problematic portal to see what my preferred solution would be.  Read through the ExpensesEntry script also to see how it works.  It is important to point out that, if records are displayed in that central portal when you click the button, those records are displayed in the new window that opens.
