Question : Can't get both workflows working at same time-Sharepoint 2007

I had a strange problem that I was curious if anyone else have ever encountered.  I have a modified version of the Sharepoint Helpdesk template.  I have 2 workflows.  One to notify when there is a new support item, another to notify when there is an update to an existing.

I can't get both to work simultaneously.

The strange thing is that I can open one of them, save it, and it will work, but the other stops working.  I can't get both to work independently.
