Question : WLC and LWAPP Design

We ac currently looking to put lwapps or some other solution in many different latin american location. There will not be many lwapps per site but there will be many sites. All sites connect back to HQ via DMVPN. Is it possible to have a primary and seconday WLC at HW in the US controlling all the lwaps in the remote sites. Then have WCS here at HQ as well. The vendor is suggesting WLCs at every site which to me.. sounds like over kill. The projected amount of lwapps is 100.
