Question : Need a free mapping solution

Is it posssibe to use free tools from GooglMaps (for example) which would allow me to write a website that would contain a map of a town and let them place a point on that map?  My C# Silverlight program would need to grab the geo coordinates of the point they placed on the map.

Is this what GoogleMaps does?  Is it free?  Can you display the map of a town of zip code for free?

I need to find how to do this...
