Question : is not nul -not working

i have a exmaple database attached- can you tell me what I did wrong to cause the is not null - to not work?
in the disposition field.

Answer : is not nul -not working

The problem is ... you are allowing Zero Length Strings in that field in the table ... not ... a good idea.  Fix that.
