Question : Modification to Sample CrossTab Database

Hello Everyone,
I have this great example of a CrossTab query database obtained from a MS Access Developer which can be used for forecasting or budgeting purposes. However, I wanted to ask you help to see if I can further refine it for our needs. When I generate the report in this database it asks me for a starting date and then projects a 12 month data in the report. When we do forecasting however we use multi-year historical data to figure out what our numbers will look like in the future. Is there a way to modify the query so that it will look at a date range given by the user and display the different years in separate lines... An example of what I'm looking for is in the excel file I've attached, I'm also attaching a copy of the sample database...

100000000/1544000 = 64
OSPF Cost = 64

100000000/64000 = 1562
