Question : Caps Lock out of sync in RDP Session

I have a thin client that connects to a Windows 2003 Terminal Server.  The thin client has Windows Embedded 2009 Standard installed.  When they login to the thin client the Caps Lock can be on or off.  Once they start the RDP session the Caps Lock setting is the opposite.  Does anyone have any ideas?

Don't even look at your Cap Locks light when you are using RDP because that does not matter.
