Question : Replicate this Navigation Menu Box with Resizable Custom Scrolling

This is a nice example of an expandable menu navigation system shown on the left column of this page:

We have a list of about 400 links that could be split into about 10 main categories, so we want to replicate this expanding menu box that has 10 main headers, clicking on the header category name expands the 40 or so links within it.

This box has a custom scroll bar which we need to replicate including the expanding bottom row tab.

Any ideas on how to accomplish this in the same was as shown on the Oracle site?
