Question : "Another installation in progress..." MSI Installer Issue in Windows Vista

I have an ongoing issue with an HP Touchsmart desktop with Windows Vista installed that keeps saying "Another installation in progress..."  Basically an MSI installer issue that I cannot seem to get rid of!  We know there's a way to reset the MSI installer references but cannot remember how to do.  Please help.  Thanks
