Question : How to appear in local search engine in foriegn country without a host there?

Is there a way to appear in say Google's French search engine as a local listing
without having an actual webserver in France? We want to appear locally in search engines in different countries, but was wondering if there are toher ways besides physically having a web server located in those countries?
