Question : google.class file detected by Norton as High risk - Is it high risk ?

Is this high risk ?  Was my computer compromised ?  How did it get on my computer.  Note Norton detected it and removed it ?

Usually those files are fine. Older files in java cache used to be malicious but its common for  Norton to see them today as risky and give a false alert.

You can go into the Java cache folder and empty it out. You probably got it by visiting a website and an advertisement or a special section ran the java.
