Question : Routing Issues

Today my network has dual ISP BGP connection. However my public ip space is been provided by just one of the ISP. So one link is 10mbps and the other is 6mbps. When I go out it takes the 10mbps link and when I return it takes the 6mbps link which is my public ip space. How can i load balance better since my incoming traffic is over utilizing my 6mbps link.
Please advice.
