Question : Change default GAL to contacts in exchange 2010 or outlook

I would like to know if the following is possible until address list segregation for exchange 2010 is solved:

when a user is using outlook 2007/2010 and the they choose to send an email and click the to: button the default GAL comes up

can i change it so a GAL for their ou comes up?

can i change so only their contacts list shows?

can this be done in owa 2010?

i need a workaround to the address list segregation
