Question : Enteprise Application Documentation Application

My company is wanting to standardize all our documentation, including custom-developed solutions and vendor solutions.  We want to catalog such information as application points of contact, acceptable downtime windows, scheduled jobs, etc.  This must be in a fielded solution that we can query and pull reports.

Is there an off-the-shelf solution for this type of documentation gathering?
