Question : Windows XP - Shutdown Causes Restart

I have an older Gateway Pentium 4 that I am giving to someone and it runs pretty well (given the age) but when I shut it down it automatically restarts.  I had seen some threads about removing any Roxio DLA but the only DLA was from Sonic which I did remove – I still have the same issue.  Can anyone direct me to something else I can try?
