Question : Cannot read hard drive

I have a drive that I cannot mount to any Operating system.  When I install it in a machine or hook it up externally the operating system either gets hung up until I power the drive off or it just never shows up in Disk Manager or Explorer.

If I try to read from it using a recovery software that software never sees it either.

Any ideas?
