Question : SNMP bandwdith monitor on Fortigate 200A

Is it possible to monitor the Fortignate 200A network interface using other 3rd network tool like SolarWind ?

I have already setup the SNMP community and the host IP. However, the monitoring tools keep saying that it couldn't the IP of fortigate does not respond to SNMP using the community string provided. However, the monitoring software work perfect for ASA box. Any further advise ?

Yes, you can SNMP monitor that device.  Are you blocking UDP port 161 on it?
