Question : Uplink fast set on a distribution layer switch

Distribution switch #1 does not have uplinkfast set but Dist Sw # 2 does?

I thought uplinkfast was for access layer switches?

Port costs from access layer switch 1/0/26 would be 8 and from Dist sw #2 6008?
