that means your domain account doesn't have the permissions to write in the Windows folder. right-click the Windows folder and choose Security tab to see your permissions to this folder and its sub-folders. be aware that you commonly can't see your user account in the NTFS permissions list, your group name(s) should be there instead.

when you want to logon on as a local administrator, make sure the computer name is displayed on log-on screen, rather than the domain name by default.
of course, you also need to make sure if your domain policy allows you to log on using local administrator's account.
