Question : operating system Vista works fine in safe mode but not regular mode

I have a user that has Vista and she took this laptop Toshiba to BestBuy and GEEKSon Call. They removed a virus and then told her to see the operating system she needed to go into safe mode. I tried and you see a perfect picture of the Vista home page and I see nothing that would indicate it is in safe mode. When I boot to regular it shows only a white backround? I have the disk she brought in today and before I run it I was currious as to why it looks like regular mode in safe mode and not in the default mode?

If you boot into regular mode and its not working properly, its either because the virus isn't completely gone or its because the virus removal damaged some files.

Try cleaning the virus again using a different software like: malwarebytes

Or when in safemode, run msconfig and disable all startup items.
