Question : Php and Apache server 2.2

I am learning php. I downloaded the apache server 2.2. I created a page called test.php  to test that php was setup correctly and it works fine.

I then proceeded with my training and created two separate pages one called orderform.html for the user to input the request information and the other one is processorder.php for the information to be processed. The problem is that when I hit the submit button on the orderform.html a pop up window come up (see attached file) asking me to either open, save or cancel. I hit open and it loops again to the same pop up window (open,save, cancel). I tried all of the three options (open,save, cancel).

Is there a simple (easy to follow) solution to resolve this issue?
