Question : can not view jpg or gif attachment in microsoft outloock 2003

dear i am in very strange and bad problem with my Microsoft outlook 2003..I ma not able to view or see my attached jpgs...or gifs..
i do the process Tools, options, security, do not download pictures...

what can i do??
