Question : Installing Printers Windows 7 - 2003 Domain

Hello,
I'm trying to use Group Policy to allow users access to install printers so I don't have to touch each PC individually with a local security policy. Users have no special permissions. Windows 7 x64 Enterprise PCs and domain is 2003. DCs are running 2003 R2.
The best option I've found in group policy is under Computer Config/Windows Settings/Security Settings/Local Policies/Security Options Devices: Prevent users from installing printer drivers
I've changed the setting from Not Defined to Disabled. Users are then able to download the drivers for a network printer, but a User Account Control window appears to install the downloaded drivers on the PC.
